The Resident Engineer states that he now proposes to
take steps to reduce this waste. The importance of this is
obvious, and the Resident Engineer is as well aware of this as
I AM.
As I am responsible for the scheme of water districttion;
and in order to support the Resident Engineer in his efforts
towards the reduction of waste, I have the honour to recommend
that this report Le submitted to the Government of Hong-Kong.
It is obvious that the Resident Engineer should be
provided with ample appliances to facilitate the operation
which he is about to commenc.... I consider, therefore, tint
three waste-detecting meters should to purchased and forwarded,
without waiting for a regular indent from Hong Kong.
I find that Wesers Tylor & Bon can supply a waste-detect-
ing meterwhich will be as efficient as that of Decon, whilst
the cost is only about £15 instead of £40, and the instrument
is less bulky and more portable.
I have, therefore, the honour to recommend that three
waste-detecting meters be ordered at once, from Messrs Tylor

& Son, according to a specification which I will submit.
cost will be about £50, a sum which may be met out of the estim-
ates of the year.
Before proceeding to a discussion of the facts, which
the Resident Engineer has laid before me, I would say that we
were both fully aware that there would be great waste, and that
it must be checked. We did not consider it practic ble or
politic to commence operations for reducing it, till the
mains were completed, so that a constant supply might be given
throughout the City.
